Colleyville’s Strong Financials Recognized by Bond Rating Agency

As part of a regular update, Fitch rating agency recently affirmed Colleyville’s AAA bond rating, which is the highest rating available from the agency. In its report, Fitch stated that “The city's strong financial profile reflects a wealthy revenue base with solid growth prospects and a demonstrated ability to reduce expenditures during economic downturns.”

Fitch also stated that “Colleyville has exceptionally strong gap-closing capacity, with superior control over revenues and spending and a high reserve cushion. These factors leave the city well positioned to address the current environment and typical economic cycles.”

The City did not request the review and is not issuing debt. In fact, the City has 5-year capital project plans fully funded with cash, making debt unnecessary. Rating agencies periodically issue reports on municipalities. The City is on track to pay off all property tax supported debt by 2027. Late last year, the City Council approved paying off early $4.775 million Colleyville Economic Development Corporation (CEDC) sales tax bonds which did not mature until 2029. Taking this action saved the City $650,000 in interest and freed up $600,000 annually in the CEDC. The annual funding will be considered for allocation in the upcoming budget process in terms of capital projects for items such as parks and trail amenities as well as operating expenses.
